Former head of Navalny Headquarters* in Voronezh faces criminal charges for failing to comply with "foreign agent" obligations

The Investigative Committee has initiated a criminal case against Evgeniy Karpov, the former head of Navalny Headquarters* in Voronezh, for failing to fulfill the obligations of a "foreign agent" (Article 330.1 of the Russian Criminal Code). The activist announced this on his Telegram channel on January 21.

"They’ve summoned everyone for questioning: my parents, brothers, sisters, and even my ex-wife. Apparently, the cops’ internal protocols don’t allow them to contact me directly via Telegram," Evgeniy Karpov wrote.


Karpov has been living in Georgia since 2021. In 2022, law enforcement officers searched his parents’ home, confiscated their electronic devices, and took their statements. Three months later, security forces returned to question them about other relatives. In November 2024, investigators interrogated Karpov’s parents again.

In May 2023, Karpov was declared wanted by police for discrediting the army under Article 280.3 of the Russian Criminal Code. Later, in September 2023, the Ministry of Justice officially listed him as a "foreign agent."
